Hunan University of Arts and Science( HUAS ) has a history of over 45 years, in the historic and cultural city of Changde. Located in the northwest of Hunan Province, Changde lies adjacent to the vast Dongting Lake to the east, accessible to Yiyang City to the south. Its west connects the Wuling mountains and its north borders with Jinsha and Yichang. Changde has a railway station and a domestic airport, offering convenience for travel around China. Changde City was awarded "the tourist city of China" and "cleanest city of China".

The university covers an area of nearly 77 hectares. Over 45 million RMB has been invested in the equipment for teaching and scientific research, and the library system has a total of 750,000 volumes.

HUAS has a teaching faculty of 589 members, including 36 professors and 258 associate professors. Among them are 18 holders of Doctor's degree, 193 holders of Master's degree, 10 receivers of the special subsidy from the government, 12 receivers of the awards of Zen Xianzi Education Fund from the State Education Commission, and 43 young backbone teachers at the provincial level. HUAS comprises 18 departments and one college, which offer 31 specialties covering fields of Literature, science, engineering, economics, management, law, agriculture, history, and education. It has an enrollment of over 10,000 full-time students from over 26 provinces and municipalities around China.

HUAS has 22 research institutes. It as hosted or participated in 12 national and 113 provincial research project. In recent years, 1500 research papers and 110 monographs have been published and 125 have won national, provincial or ministerial awards. In 2001, the university was awarded with the title of "Innovative Unit of Hunan Province for the Management of National Social Science Foundation Project."

In the Foreign Language Department there are about 1,000 students who will receive four-year courses during their college life supported by 50 teaching staff. A minimum of 4 international teachers are also employed by the department at any one time, teaching the English majors oral English, English writing, Literature, culture, so on and so forth.
